At 3.04am, Fire Rescue Victoria (FRV) responded to an incident on Dickson Street, Sunshine after callers to Triple Zero (000) reported a structure fire.
Firefighters arrived on scene within five minutes to find a fire in a two-storey brick building.
Crews wearing breathing apparatus entered the building to attack the fire, containing it to two shops.
The scene was deemed Under Control at 3.58am.
Firefighters remained on scene for several hours extinguishing hotspots and ensuring the area was safe.
The scene was handed to Victoria Police.
Ambulance Victoria and power and water companies were also on the scene.
