FRV Deputy Michelle Cowling recognised in IPAA Victoria Top 50 Women Awards

Fire Rescue Victoria (FRV) congratulates Deputy Commissioner Michelle Cowling AFSM on her recognition in the Institute of Public Administration Australia (IPAA) Victoria Top 50 Women Awards, announced today.

Deputy Commissioner Cowling has been recognised not only for her exceptional contribution to community safety and emergency management, but also for her sustained and sector-leading advocacy for women in fire and emergency services.

With more than three decades of experience across Victoria and Queensland, Deputy Commissioner Cowling has combined operational excellence with a strong commitment to creating more inclusive, equitable workplaces, helping to reshape the sector for current and future generations of women.

At FRV, the Deputy Commissioner has been a driving force behind initiatives that support women at every stage of their careers, from improving workplace safety and wellbeing to expanding leadership pathways and opportunities in operational roles.

Her advocacy has contributed to tangible progress, including a steady increase in the number of women in operational roles and the implementation of industry-leading policies, such as FRV’s menopause policy.

Beyond FRV, Deputy Commissioner Cowling has influenced change nationally and internationally through leadership roles with Women and Firefighting Australasia and as a trustee of i‑Women (now known as Women in Fire), helping to elevate women’s voices, strengthen professional networks and advance gender equality across the sector.

Her leadership during major emergencies, as well as her work strengthening partnerships across government and communities, continues to enhance the safety and resilience of Victorians.

Acting Fire Rescue Commissioner Joshua Fischer said Ms Cowling’s recognition reflects both her operational leadership and her long-standing commitment to advancing women in the sector.

“Michelle is a highly respected leader whose influence has been transformative, not only in how we serve our community, but in how we support and empower our people,” Acting Commissioner Fischer said.

“She has been a tireless advocate for women in fire and emergency services, championing practical changes that have improved safety, wellbeing and career opportunities across the sector,” he said.

“Michelle’s leadership is helping to build a more inclusive fire service, one where women are supported to succeed and lead.”

FRV congratulates Deputy Commissioner Cowling on this well‑deserved recognition.

Launched in 2017, the IPAA Top 50 Women Awards program recognises women across the public purpose sector for their leadership, dedication and accomplishments.
