Firefighters brought the blaze Under Control at 11.23am.
One patient was taken to hospital by Ambulance Victoria and treated for smoke inhalation.
The council was contacted for temporary rehousing of the dogs.
The fire was fully extinguished about 11.55am and crews conducted an overhaul of the site.
The structure was deemed uninhabitable.
The scene was handed to Victoria Police.
The power company was on scene.

Fire Rescue Victoria (FRV) responded to a structure fire at 10.35am on Hunter Street, Melton South after callers to Triple Zero (000) reported a house fire.
Firefighters arrived on scene within five minutes to find a brick veneer dwelling well alight.
Crews wore breathing apparatus to conduct a search of the property as one person was initially unaccounted for.
A short time later it was confirmed the occupant was outside but a search continued for a pet.
The animals were accounted for.
Ambulance Victoria is treating one patient for possible smoke inhalation.
A community warning was issued for smoke in the area.
